Marguerita (Rita) M. Cheng is the Chief Executive Officer at Blue Ocean Global Wealth. Prior to co-founding Blue Ocean Global Wealth, she was a Financial Advisor at Ameriprise Financial for almost 15 years, and an Analyst and Editor at Towa Securities in Tokyo, Japan.

Rita has been quoted and featured in numerous national publications. She speaks on Diversity  in  America, Social  Security Optimization, Financial  Planning, Entrepreneurship, Advanced  Business  Retirement, The  Intangibles of  Success: Soft  Skills, Effective Client Communication.

Rita is a spokesperson and consultant for the AARP Financial Freedom Campaign. She is a CFP® professional, a Retirement Income Certified Professional®, a Chartered Retirement Planning Counselor, and a Certified Divorce Financial Analyst. As a CFP Board Ambassador, Rita helps educate the public, policy makers, and media about the benefits of competent, ethical financial planning. She serves as a  subject matter  expert  for CFP  Board, contributing  to  the  development  of  examination  questions  for  the  CFP®  Certification  Examination.  

She  proudly  serves  on  the  FPA  National  Board  of  Directors  and  is  a  member  of  its  finance  committee. Rita  is  the  2013  Chair  of  the  Financial  Planning  Association  of  the  National  Capital  Area  (FPA NCA). Rita is a recipient of the Ameriprise Financial Presidential Award for Quality of Advice and the prestigious Japanese Monbukagakusho Scholarship.

On a personal note, Rita serves on several boards including Girls on the Run, which is a transformational physical activity based positive youth development program for girls in 3rd-8th grade. The goal of the program is to unleash confidence through accomplishment while establishing a lifetime appreciation of health and fitness.

She is co-founder and co-director of 261 Fearless Club DC Metro. 261 Fearless programs empower women to take control of their lives through the freedom gained by running. The program creates and manages women's only non-competitive running clubs in 12 countries on 5 continents and provides unique education programs for women to become coaches and leaders. This program offers networking opportunities, health advice support and a sisterhood to women all over the world.

For more than 10 years, she has worked at George Mason University’s Personal Finance Institute.

She has served on the Parents Philanthropy Board at her alma mater, University of Maryland.
